          Announcement of the
        Third Call for Proposals
 

The Third Call for Proposals has been launched and published in the Official Journal (C 362 of 18 December 2001). There are two deadlines for applications : 20 March and 2 September 2002. China has become an eligible country. New guidelines have been produced (see EuropeAid announcements for Calls for Proposals).

Funds available
Over 7 million euro are available for this Third Call for Proposals to fund a maximum of 33 Development, Information-sharing Projects and studies.

Who may apply?
Local governments from the European Union (EU) and South and South East Asia are invited to apply to the Asia Urbs Programme for grants to implement their urban projects. China has also been included as eligible country. Applications will be considered for funding if the proposal is supported by a partnership of at least three Local Governments: at least two from the EU and at least one from South/South East Asia (as listed below).

What type of projects are eligible?
Applications should be within one of three project categories, each has different funding criteria:

Study
To help those who need to formulate a Development project, by enabling them to first undertake a feasibility study

  • The duration should be of no more than 6 months
  • The grant should be 10,000-15,000 euro

Development Project
For applicants who want to propose a full Development Project

  • The duration should be of no more than 24 months
  • The grant should be 300,000-500,000 euro

Information-sharing Project
For applicants wishing to share best practices and technical information in urban development among Asia Urbs Projects

  • The duration should be of no more than 24 months
  • The grant should be 300,000-500,000 euro

Each project budget should include a contribution of at least 35% from the partnership with the balance (up to 65%) being awarded as a grant by the European Commission..

Type of activity
The project proposal should address urban development cooperation between the EU and South and South East Asia, and may cover any of the following areas:

  • Urban management (e.g. municipal finance and taxation, development of legislation, land-use planning)
  • Urban socioeconomic development (e.g. job creation, enterprise devt., etc.)
  • Urban environment (e.g. conservation of historic buildings, waste disposal, water and sanitation, pollution control)
  • Urban social infrastructure (e.g. community health care, developing local transport, neighbourhood services, education initiatives)
