Le elezioni amministrative del 2014 a Perugia: la fine di un sistema politico locale. Un confronto con il caso di Livorno / The 2014 Municipal Election in Perugia: The End of a Local Political System. A comparison with the case of LIvorno  - Maurizio Ribechini (Univ. Florence)

The Italian local election held in spring 2014 resulted in a surprising political landscape. In particular, in the Umbrian town of Perugia, where for the first time in history, the centre-left coalition has lost the political leadership of the city, after having administered for almost seventy years after the end of World War II. In Umbrian capital in fact the mayoral candidate of the Democratic Party was defeated after the second round by the candidate of the centre-right coalition. This article tries to shed lights on the reasons behind this political change. More specifically, the article looks at the electoral results of 2014, 2009 and 2004; moreover, it is based on interviews to politicians and observers. After this analysis, a comparison with the case of the 2014 municipal elections of Livorno will be provided. As a conclusion, the article tries to understand if the political changes experienced by both Perugia and Livorno can be a signal of a big transformation of local power and if they can also be extended to other territories.

The aim of this paper is to provide a descriptive framework, broad and inclusive, on Catalan elections of 27 September 2015, together with some analytical elements that will allow to frame this election in a more general context. This research does not aim to theoretical and methodological objectives. It will discuss the "plebiscitario" character of those elections, the new aspects that they have offered and electoral strategies implemented by parties and coalitions competing.

 

Una nuova frattura in Europa? Le radici del successo dei partiti euroscettici in Italia, Francia e Gran Bretagna / A new cleavage in Europe? The roots of the success of the Eurosceptic Parties in Italy, France, and United Kingdom - Giorgio Malet (European University Institute)

In the enduring debate regarding the structure of political competition, substantial evidence has been accumulated on the emergence of a new European dimension and on its relevance in some national elections. Yet, there have been few attempts to match the supply side with the demand side of electoral politics through cross-national studies. To fill the gap, this article adopts a two-step procedure. On the one hand, it investigates the political potential of Euroscepticism tracing back the fault lines of a new cleavage to processes of economic competition, cultural diversity and political integration. On the other, it showcases the uneven process of politicization of the EU issues in Italy, France, and United Kingdom. In these countries the growing difficulties of mainstream parties to deal with issues that crosscut the traditional left-right dimension have paved the way to the success of new anti-establishment parties. These challengers have exploited conflicts and issues generated by the integration process thus undermining the conventional dynamics of party competition. Nonetheless, preferences on the integration process affect voting behaviour only in Great Britain and, partially, in France, while in the Italian case there is still little evidence of EU issue voting.
